Anyone who watched the Foreign Correspondent program on the ABC last night where a reporter shadowed a team of paramedics over a few days in New York would appreciate the cautious approach that Australian governments have taken. It is literally carnage in that city and it was the most distressing thing I have seen on TV for many years.
