I hope there are no more penalty shoot outs to determine a winner in any of the matches. It probably makes for exciting television viewing, but it's a bit of an anti-climatic end to it all.
Maybe award the match to the team that scored first in a drawn match? May be worth exploring such an option.
If a nil all draw, maybe the winner could be the team scoring the most goals in their previous matches? Or perhaps the team with the lowest Disposals per Goal be named the winner in a nil all draw?
I'm sure the experts more fluent than I could think of something better than these penalty shootouts?

Well done to France and Belgium on progressing to the final 4.Huge win by Belgium scoring 2 good goals on the counter attack with Brazil holding most of the possession. And Brazil late strong finish.Brazil didn't look like winners in Russia 2018.

Not sure it came back to bite Neymar - after all the penalties were just not there. If anything he should of been handed a yellow for diving. Very impressed with Hazard's second half - absolutely brilliant.

Have 2 cracking semi-finals during the week.
The first on Wednesday 11th of July at the ridiculous time of 0200. With France taking on Belgium. France have been given a 37% probability of winning whilst Belgium are on a 33% figure. Apparently a drawn match is quoted at a probability of 30%. In the history of the World Cup, this being Belgium's second appearance in semi-finals, apparently.
The second match on Thursday the 12th of July between Croatia and England at the ungodly hour of 0200. Croatia are sitting on a 29% probability of a win, a drawn match is given 31% and England are said to be a 40%. This match being played at Luzhniki Stadium which has seating for 81,000 spectators apparently.
