Casserley tested positive to a prohibited quantity of a legal substance.

IMO someone simply declaring he "failed a drug test" is quite reasonable. Ultimately it was the test that determined his prohibited levels.

Obfuscating I think not. What Astro said was fundamentally not true. I would also point out that the penalty for Cass was 18 MONTHS MORE than any other athlete anywhere in the world.
