As stated there are different types of permits and different ways they can be used.
His permit was from a beginning date until and end date and at any time in between he could have came back to play for Swans.

The way I read it is that he's been delisted but will be put back on the list when his injury heals in which case some other lamb will be sacrificed or become injured. I'm certain he will still be being paid and will come back onto the list.

And in future anyone who is delisted can not be re signed!
