You should be thinking a long game. You put a question to most people like that they are going to say no but if you actually do it in good faith on the basis you want people in your area to be able to identify with the club and feel a part of it then I think you will reap what you sow very quickly in terms of supporter support and then financial support will follow if local business recognise more locals are supporting the club.

Joondalup has it all,
The population
The business community
The infrastructure
One of the largest growth areas in the country
A great Noongar name
The size.

Seems to me from the map that joondalup has pretty well reached its limits. If the State government supported the surrounding local areas to the same extent JCC would lose its gloss!

If you are talking about suburban development in terms of boundaries then the entire metropolitan area has reached it's limits but that doesn't mean there isn't room for further infill growth. Nigel Satterly said it recently that he believes Perth has reached it's suburban sprawl limit for at least the next 25 or 30 years. But there is huge scope for infill within those boundaries including undeveloped land and higher density.

Spot on DD, there are still vast undeveloped areas in the Joondalup region, only the Armadale and Mandurah regions get close to it.

The Sydney swans are pretty much South melbourne FC trading as the Sydney Swans, Doggies the same Footscray FC trading as the Western Bulldogs, NMFC trading as the Kangaroo's, dont see an issue with the WPFC trading as the Joondalup falcons, it's simply a promotional/marketing name, everyone will still call them WP or the Fowlcoons. Need to adapt to survive and flourish.

My old mate Po Cocko labelled them the Joondalup Jerkers in the FG days and that's good enough for me. :-)

Most of Burns Beach has been developed now as well Grump, the area to the north of it is Tamala Park which could be developed along the coast up to Mindarie to the west side of Marmion Ave but the east side from Marmion Ave to Connolly Dve contains the waste transfer centre and obviously cant be developed for those reasons.

If we were starting the WAFL now those 8 districts above-
Joondalup,
Mirrabooka,
Swan/Midland,
Armadale,
Cannington,
Perth,
Fremantle,
Peel
would be your 8 WAFL clubs with maybe a South/West (Bunbury/Busselton) team and a Western Suburbs (Claremont/Cottesloe) club based on the well populated Perth/Fremantle district borders included as well to produce 10 clubs.

Joondy Jerkers would have Alkimos, Yanchep, Two Rocks. Super growth areas so surely there has to be pressure to relieve them of some of their southern most zones which should result in a reshuffle just about right across the board. Maybe Subi's zones drift further north and the likes of EP, Swans and Perth maybe pick up some new zones. It would flow on to Claremont.

The problem with my clubs metropolitan zones I don't think we've had a new growth zone since the 80's when Thornlie and Huntingdale were growing rapidly. Where does our growth come from? Answer, no where. All the WAFC can do is push the northern and southern most clubs zones further out and allocate their inner most to the Perth CBD to us. When Gavin Taylor was appointed he hinted that Perth might get Canningvale but I don't think that has materialized.
