I think KCEF is right.
The transfer is between the WAFL clubs and the fee is for the transfer (the transfer happened and Sparks are on Perths list so Perth got what it paid East Perth for). The transfer fee  does not depend on whether sparks sign contracts or play (and you can be on list without a contract).
But while they are on Perths list Perth can probably stop the Sparks from playing at another WAFL club unless a new transfer is arranged but I don’t think they can stop them playing country or ammos (certainly if no contract  was signed)

There is one other factor in the WAFL Rules & Regs (1.5.1(d)(I)). The 2 WAFL clubs can agree that the timing of transfer fee is tied to the number of League Matches played at the Destination Club on a per game fees basis.
And  as to  the points - 2 (for the 2 league games Spark) plus 3 (for the 22 game Spark)

Well that explains why other AFL clubs have given him a wide berth but the simple fact is we have got nothing to lose and everything to gain by embracing him and helping him get his life back on track. He needs us and we need him.

Well I am sure Swans are glad they stuck by Andrew Krackouer. The gaurantee of a league game is not on though.

I don't hold out a great deal of hope for Stack. As I said before, he would have had any number of coaches, players, admin staff, mentors, etc, at Richmond, urging him not to waste his talent, but here he is. I don't see why staff at Perth will have any greater success. That said, I agree with DD that there's nothing to lose, provided we don't pay him too much. If it doesn't work out, we can just offload him to EP along with Narrier and Taylor. 

If what’s being said about Sparks is true, we are way better off letting them walk. Resentment would soon build in the squad if they thought they were better than everyone else (wonder if Peos is their manager 😂).

As Ted suggests, there have been some stinkers of trades between P and EP in recent times. I don’t include AJ in that as he has been ok and may hopefully improve further. But the last good player i can think of is Russel Thompson way back around 2000. We got some decent service from Frank Agostino, but can’t think of any others. Anyone think of any?

Gibba. There was Hardingham a few years back who was a solid player. La Fontaine was another bust. Brennan was good for EP in the same era as Thompson.
