With imports, i think they can help if you are strongish or around the bottom, strangely they have had little impact in run of the mill sides. Perhaps people can debate why this has been the case.

three examples from Subi:

73 -- strongish side and the vics helped us win the flag
38 -- weak -- last in 37, we nearly made the four--may have done so had hardiman not got innjurred.
77 -- it was a reasonable side, full of vics, most of whom had little impact-- rhodes was a state player for victoria.

ps: when you are on the bottom, you have to recurit -- again from subi examples;

from
NF before the great war
south inn the 50s
cl in the late 90s

Was ex Hawk Peter Murnane playing for West Perth in 1980? Apparently not probably 1982. On Wikipedia it shows he played for the Hawks up until 1981. Noel Carter?

Are you talking Victorians exclusively here AR?
As Noel Carter (TAS) & Maurice Rioli (NT) were the 2 best players from Interstate playing in the WAFL in that 1980 season.
VIC wise there was-
Wayne Delmenico & Derek Shaw at SF
Glen Robertson & Kevin O'Keefe at EP
Shane Fitzsimmons, Russell Ellen, Mick Rea & Mark Washfold at WP
Gordon Casey at SD
Darren Williams at EF (for a few games)
Paul Collie at P
Gerald Betts & Barry Beecroft at CL
Graeme Schultz & Brian Douge at S

For EF decent Vic imports were
Ferguson, Tscherpig and Cassidy in the 70s.
Rankin and Waterson in the mid 80s after a miserable start to the 80s
Bowden, Egan, Madigan, Bromage and Mellody in the 90s
Young, Watson and McGough 2010 + years.

And the worst - Nifty Neville Fields

Won F&B's at ESS & SM from memory in that supposed "superior" Vic comp too!

Going on the list BH put up..Wow for SF with Noel Carter and Maurice Rioli two amazing players.On that 1980 list Maurice Rioli the best player to come into the Wafl from outside WA.

I've never seen 2 blokes in more worse shape than Jason Roe and David WIrrupunda at the beginning of the 2010 season as they were both sporting bigger ''breadbaskets''than Clive palmer,and Roe unsurprisingly broke down after 5 games and Wirrupunda went on to appear on ''Dancing with the stars''after 2 games,but the great ''Booby'' Micale still got us into a Prelim. that particular year.

and blokes like Benny Vigona & Basil Campbell (SF/Darwin) equally damaging

more like Peter Thorne (EP/C/Melbourne FC) , Darryl Sutton (SD/North Melbourne + Collingwood) John Wise (SF/Collingwood) Chris Smith (P /1980 Richmond premiership player) , Stephen Mount (SF/P/1980 Richmond premiership player) Brett Yorgey (P/Richmond) , Phil Bradmore (WP/Footscray) and more came over in the very early 1980's
some failed badly others fared quite well
