"Roberts accused the Bulldogs of using distraction tactics in the media regarding their “compassionate and humanitarian” payments to a long-term injured player which he said only made up less than 10 per cent of the breach."

Is this the key to it all? The compassionate payment was less than 10% of the actual breach? What was the other 90+% of the breach about ? If The SF CEO continues to make these statements, the WAFC might decide to open the whole can of worms.
Until we all know the full scope of the breach we wont know if the penalty was excessive or not.
 
                 Talking with old mate on the phone yesterday and from the info available that is the crux of the matter. The other 90+% is not known! Apparently Souths are not releasing any further details on the matter. They've only stated the publicly known 'admin error' which is not serious. Would be fantastic to hear said players' view point but that will not be happening. South Fremantle are happy to accept the rather harsh penalty, so they must know they're guilty.
Probably will never know the full story.

I dont  know the details of this Royals. But I can say that the SFFC has some great spin doctors in their organisation.

To all our valued members, partners and stakeholders,

We write to directly address the total player payments sanctions that were revealed on Monday evening.

This is a difficult time and situation for our Football Club, most notably for our supporters and players, and we acknowledge this.

We want all South Fremantle people to be aware that these wounds are not fatal, we are a proud Club, steeped in 123 years of tradition, history & success.

The fabric of this place is our people, and we will all bind together to get through this.

Provided below are some FAQs, prepared and circulated here, to assist with understanding.

What has happened?
We have been found guilty of unintentionally breaching the salary cap (TPP) following a procedural Audit as a 2021 WAFL Grand Finalist.

How could this occur?
A small number of administrative and communication errors were made which resulted in the breaches. Our TPP compliance did not meet the regulatory standards that are placed upon us as a WAFL Club.

When did SFFC find out about the potential breaches?
Following a procedural WAFC TPP investigation, that commenced on 30 August 2022. With the final position, findings and sanctions revealed in the past week.

Are SFFC going to fight the outcome/penalty?
We have worked tirelessly to discuss and negotiate terms, this is public.
Ultimately, we must accept the sanctions & take ownership for some process failings and we did not elect to go to Arbitration.

Who is at fault here?
Our Club is at fault. The WAFC findings identified that our football governance had shortcomings and we lacked some procedure & communication expected & necessary under WAFL rules.

What changes has the Club/Board implemented so this doesn't happen again?
We have taken considerable steps to enhance & strengthen our TPP and other football compliance responsibilities, ensuring no further exposure to breaches.

We have reviewed & changed roles, added people & tightened procedures & compliance requirements and improved our communication mechanisms, both internally and externally. We have full confidence in these changes.

Will the sanctions significantly impact the Club or our people?
The sanctions are severe and will impact us on and off the field. There is no hiding from this. However, we are confident we can overcome these setbacks, and deliver a successful season.

We hold a firm belief that we will perform strongly in 2023, and we must now support our players, coaches and football staff to do their best job.

We conclude with the Club’s sincere apology.

We are a great football Club, and all our energy now turns to winning games of Football and making you, our supporters, proud.

The most jarring bit is the decision not to go to Arbitration over the Penalty.

BTW John Townsend just wrote a great piece utterly smashing the WAFC about how it handled this whole saga,

John Townsend would be voicing what many think - if this commission reckons it does such a spotless job how come they missed this at the time of receiving it  , given they are the supposed governing body and tell us they are ensuring fairness?
There is no salary cap rort and there is no history to it and yet they haven't followed their previous stance less than two years ago to a serial cap rorter for one
I would think there'll be a few hot moments this year when the pigs descend upon the members for their feed

Southener, be patient. Your football club is not a bad football club. Your club may have made some mistakes, but did they cheat. I don’t think so. We the plebs just don’t know what happens behind closed doors, even the members don’t know the intricate details about the running of a footy club. This will pass. Another football club will have its hurdles and all the experts on this site will have an opinion without knowing the facts.

That John Townsend article just confirms what a few people already knew - we have a body that takes no action against deliberate fraud , well not action like we've just seen anyway
It's been proven & accepted that we've made some admin errors and not deliberately circumvented anything and I'm certain this amount is paltry and couldn't influence a season as the WAFC are desperate to convey
And now it surfaces that a WAFC football manager blew a whistle and the WAFC just does nothing ???? Jesus  spare me
Anyways we'll pay their blood money that should keep their bastard down south rorting
