The WANFL, as people know, considerred expansion from time to time, with little being done of real substance. Two clubs which were put forward, Scarbrourgh and Wanneroo come immediately to mind.

Were any other clubs mentioned in dispatches?

think Kalgoorlie was considered and perhaps bunbury. Thought subi was to move to wanaroo and be a wafl team based at Kingsway. Was seriously considered in the very early 80s as well as just before moving to Leederville

The SWNFL submission went right down to the last filament of wire in the expansion plan - the obstacles that could not be resolved satisfactorily were the compensationary zone restructures that were needed to both East Perth & Swan Districts due to the impending loss of historical recruiting areas that would have been lost in that expansion
The other one was travel costs for all parties

All other possible candidates , such as the Goldfields , never went past the front desk in terms of progression

Scarborough had been trying since the late 1950's to join the WANFL. They had success in the Sunday NFL, winning 6 premierships in a row and also in their first 6 years since being formed. They folded after 1972 when they could no longer afford to pay their affiliation fees to the WAFA.
Kelmscott also made a bid in the early 1980's to play in the WAFL.

Kingsway was very much in the frame prior to WP moving to Joondy with the idea that WP & Subi would ground share at Kingsway but not enough dollars were offered for either club to seriously consider. Kingsway was again an option along with ground sharing at Claremont and at Leederville in the early noughty's, the claremont option didn't get past the Council as they were greedily eyeing off the land value and wanting to base Cl at the showgrounds, shame as that seemed a natural location for the 2 western suburbs clubs who both have smaller followings. The choice between Kingsway & Leederville was put to a members special meeting and Leederville romped in with just 2 dissenting votes due to the lack of facilities then at Kingsway and the significant support offered by Vincent Council who wanted 2 teams based at Leedo. Back in the early-mid 60's Spud Slater was coaching Subi and he pushed very hard to move the club out to Scarborough, combining with the Amms in what was then a very vibrant young and expanding community full of kids, but it never happened.

In hindsight youd have to say that both Subi and West Perth probably made the right decision by not moving to Kingsway. Although being absolutely rooted by VenuesWest, West Perths move to Joondalup has lead them to have a better zone then they may have had at Kingsway and has lead to them having the highest attendances in the WAFL. Where as Subi have built a fortress at Leederville and got brand new facilities which they may not have received at Kingsway.

I thought Scarborough was formed in the early 70’s or did another Scarborough team exist prior to the ammo side?

EP and SD did the right thing putting the brakes on the south-west joining the competition as they had legitimate concerns. It would have wrecked their local league.
