An unnecessary blight on the game as evidenced by the number of times during a match they have to recall it and throw it up.

got two or three current umpires who struggle to throw the ball up well too

I agree, find the good bouncers and allow them to bounce the ball. Many umpires of class have been left high and dry because they can't bounce the ball.
Many will never be able to bounce, both men and women, but should never be stopped from umpiring because of it.
