I was told the reason the quarters are going so long is the WAFL/AFL has instructed the umpires to simulate what occurs with tv games and ad breaks for consistency.

No.
The real reason would be the quarters being a bit short for the not very long twenty 20 season.
Giving the players an opportunity to return to normality. Maybe?

For 2 weeks in a row we have umpire no 3 and you have to see it to believe the pantomime that he goes though before he bounces the ball, it takes close to 30/45 seconds from the time he get the ball, same around the ground when he has to throw it up. The other thing is waiting for everyone to be in position due to the 6 6 6 structure, just bounce it and if the team is not ready tough, warn them and next time oops free kick, everyone would be in position a lot quicker.
We live in a time where intelligent people are being silenced so stupid people won't be offended

It is absurd how long is taken from the time the footy has been returned to the field umpire and the bouncing of the ball.  Just imagine how long the Swans Subi game would have been when a combined total of 60 goals were kicked.

I reckon with all games being live streamed now perhaps they are all playing adverts after a goal?

They are not doing that.

........ Or there maybe another explanation. Perhaps old hq wants to give people in attendance extra bang for your WAFL buck?

No Its because there's more scoring going on this year which takes time to restart from. So far in 2021 there's been 2693 points for scored after 3 rounds compared to 2029 points for in 2019.
That's quite a big jump and if most of those are goals which on face value and without going through each game they probably are, then the longer qtrs can likely be attributed to the extra time taken to restart.

BC in 2019 or 2020 in non-tv games did the field umpires take longer than 30 seconds after they received the ball after a goal to bounce the ball?  Whilst I accept that there may have been more goals kicked this season the length of quarters have been extraordinary this year.
