It means you're taking away any interpretation problems from the umpires which must be a good thing. The other reason why it won't encourage seagulls to sit back and wait to lay tackles is that you actually have to possess the ball to win games. If someone else has it then you don't.

I got to watch patches of the C v Syd game today. From what I saw, the young lady (am I allowed to say that or should I have said a person with different genitals than me?) seemed to have a fairly good grip on the holding the ball/play on rule. From what I saw, she could teach her fellow umps a bit.

17.6.3 Free Kicks - Holding the Ball: Incorrect Disposal
Where a Player in Possession of the Football has not had Prior Opportunity,
a Free Kick shall be awarded if that Player elects to Incorrectly Dispose of
the football when Legally Tackled.

For the avoidance of doubt, a Player does not elect to Incorrectly Dispose
of the football when:
(a) the Player genuinely attempts to Correctly Dispose of the football;
(b) the Legal Tackle causes the football to be dislodged from the
Player’s possession.

17.6.4 Free Kicks - b the Ball: No Genuine Attempt
Where a Player is in Possession of the Football and is able but does not genuinely
attempt to Correctly Dispose of the football when Legally Tackled, a Free Kick
shall be awarded.

Very interesting, this is clear as mud. This basically says a player can be penalised for incorrect disposal - as long as he has “elected to dispose of it incorrectly “ WTF ? A player never chooses to dispose of it incorrectly! But if he has made a “genuine”attempt to dispose Of it correctly but it was incorrect it’s ok? Didn’t it just used to be incorrect disposal was incorrect disposal and thus a free kick?
