I freely admit to being one-eyed (one eye blue, the other black) and do wonder why East Perth generally concedes more free kicks than they receive.
Objectively, I suspect it's due to two factors: (1) being second to the ball and infringing against an opponent who has the ball; (2) a lack of talk from teammates when a Royal has the ball, meaning he's frequently caught in possession.
As Grump suggested, the second-half fadeout was abysmal, notwithstanding that the Tigers were stung into action after they surprisingly found themselves 19 points down at half-time.
In the second and third quarters against East Fremantle and in the second term yesterday, East Perth showed that they can produce some devastating attacking football.
However, inconsistency is the big problem.

AD: some players are naturally good at milking free kicks -- the great Featherby was a master at it for Subi, for example. In lots of ways, AD, i think players from all clubs lack a basic flair for the game; a lack of flair, which, in turn, as you pointed out, creates free kicks.

Take sheperding. What is wrong with sheperding? You keep an oppenent off of a team mate -- within five meters of the ball and he can dispose of it down field. These days, all they do is run off for the hand ball, which as you said causes the free kicks because their team mate instead of sending the ball down field, is burried in a bloody tackle.

Ark, I think the modern-day equivalent to Peter Featherby in the AFL is Joel Selwood, who's topped the free kick count in seven seasons, including five in a row (2013-17).
I'm not quite sure who'd be the "clubhouse leader" in the WAFL.
And without concrete evidence, I'm not going to randomly throw any names up.
However, I agree with you that "milking" free kicks is an art, though Sydney's Tom Papley was shown up recently.
