I suppose it was designed so that abbatoirs can kill cows and sheep without prosecution. The police may be able to charge the moron under the protection of native animals Act.

Yes. That just about summarises it.
Being suggested by some people that Kevin didn't suffer. Only let out a short brief and quick squawk before his demise. Therefore, no sufferance took place apparently.
