why would 5 teams come up???? isn't it a 2 up 2 down system?
 

Yes, it normally would be a 2 up 2 down and this is only my opinion. These 5 A3/4s clubs finished in the top 5 in 2020 also, hence they could be more evenly matched in C4. Don't think it will happen though. This is a unique opportunity to finally get grades evened up.

I believe Manning have been asked to join C4 after there dominating performance last season. Also were does the new North Mandurah side fit into?

Yes, they did dominate against lower graded clubs 3rds and 4ths. North Mandurah are a single team joining E grade. Hopefully E1 or E2.
