Wembley are back after 3 years in A grade.
Bullcreek return after a 5 year hiatus.

B Grade will be a 9 team competition in 2020, confirmed by the PFL today.
Maddington will be playing in E Grade.
Both Kalamunda and Willetton declined the offer to stay in B Grade after being relegated.
There will be a BYE in B Grade this year with only the bottom team being relegated at the end of the season. This also means there will be no other changes in lower grades (C1-C3) in 2020.

Could just be me, but surely the grade with the odd number should be filtered down to the lowest applicable grade. "Offering" a team the chance to stay in a grade doesn't sit right. I would have thought if a team is relegated for reasons other than ladder position, then the lowest team on the ladder would be the other team relegated. With Maddo out, it should be an almost forced lifeline for Kalamunda in this instance. Was it the Noranda relegation yesteryear that kept Kenwick in C1?

I agree, was promotion offered to Melville who finished 3rd in C1 if the other 2 didn't want to remain in B?

I would have thought the Bylaw "B2.2.4 The General Manager may relegate or promote a team for fixturing and grade composition." would be enacted if all else fails.

Absolutely ridiculous that any club can refuse to go up or down.
Offer the spot to all the other clubs. having a bye is a huge financial blow with one less home game.

I would assume they would filter the odd number of teams down to the lowest grade which would be C4 or C5.

Would be quite silly having an odd number of teams in B grade and continue to disrupt the promotion and relegation next year.
