I think as long as the club takes swift action against the offenders (revoke memberships). Its pretty hard for an AFL club to control the behaviour of its members. One thing that all clubs could do is send a code of behaviour to members which sets out in black and white behaviour that is unacceptable and what the consequences are.

Unfortunately there are moron supporters in every club who don't respond to anything else other than being beaten over the head

there was over 84,000 people at the game..2 idiots doesnt indicate that there is a massive problem, just indicates there are 2 idiots..
