Perhaps the AFL and media havent made a story out of it because the game was over at quarter time? If the game was in the balance then maybe it would be a different story...
Im not saying this is right, because if what you have said is true then Richmond need to be punished for breaking the rule.

How should they be punished now??? We talking $$$$, draft picks,match ban's for coach who is ultimately responsible if these breaches occur. $$$ would set a horrible precedent if that's all they do. Imagine worst case scenario with a team breaching on GF day which possibly alters result yet all they do is cop a small fine This one to me is a heavy issue ethically as ultimately with the rule in place it is cheating on the day. If picked up on game day the infringing team should have free kick against with 50 plus each player(s) who is brought on that breaches the rule removed from ground and team forced to play short. Would sort out coaches on game day but the big issue is if they don't pick it up during game. Also, do concussion interchanges get included in counts??? If not wouldn't put it past teams to bend the truth about an injury late in a game to get an extra interchange in if a player pulls up short and the interchange number is up. if the rule only allows 120 interchanges then there must be an accompanying penalty. in saying that, dont the interchange stewards monitor the numbers and when it hit 120 they should have stopped Richmond for doing any more rotations? so maybe it wasn't Richmond's fault...dunno
