How are they going to build a stadium for more than $1.1bn less than what it actually costs?

Plenty about this Tassie team idea on ABC sports talk this morning, nice idea in principle, but where is the talent going to come from, and if you have a 19th team, the pressure is massive to add a 20th team. The talent pool is stretched as it is with 18 teams, the AFL is propping up enough eastern states clubs without adding 1 or 2 more. That money is going to be taken away from grass roots footy, making things worse than they already are. there will be a big push for a 3rd team in either WA or SA, which would be the absolute final straw for both state leagues. If the are blindly going to proceed with more teams then they must fund the feeder levels of footy, thats the state leagues, country comps etc etc, other wise the quality at AFL will drop significantly.
How many elite level teams are there in the Gridiron in the USA, or in basketball? They have a population 10-15 times that of Australia. 

the cost forecast/estimate for a new stadium is from nearly 2 years ago - and there is factual evidence that even the cheapest new stadium from around the world is $1.5bn AUD to complete
Where is the remaining money to come from ? Tasmania wouldn't have a hope in hell of paying that 
It's a very bad idea and the VFL has had numerous chances to relocate one of their dud clubs 

and the other real concern is the fact that there are numerous folded clubs & comps in Tasmania - they cannot run a competition for the long haul and it's there in fact

this will probably be the end for local football at the premium end given that Tasmania just simply do not produce players in any number
