Have heard that C 5 will be created this year. 4 clubs from the E grades Winnacott , ECU Jets, Coollbellup and Forrestfield are putting two teams into C 4 . C4 had 11 teams last yea so that would make it a 15 team comp which is far too many teams for an even comp so C 5 will have to be created. Also a couple of clubs are also adding teams to the already 11 team D 1 to make it 13 teams so maybe 3 teams from D 1 to be spread across C4 and C 5ti make them even.

That would make 26 teams across C4, C5 and D1.
Instead of 2 x 13 team grades, you'd be better of having C4 10 teams, C5 8 teams and C6 8 teams.
Top 3 from D1 last year into C4, bottom 3 from last years C4 to C5.

My perspective (and it would be good to get others perspective on this) is that all 2 team clubs should be playing from c4 and upwards, even if it does create a 15 team league.

C4 is where the 2 team competition starts and teams should be gunning for promotion up the grades. If only the top 5-6 teams do make finals then so be it, the promoted teams will be well and truly deserving.
Understand that there are teams who will be advantaged by a softer draw or disadvantaged by the harder draw, but that’s Football.

Merging the c4 and d1 teams, causes issues for the 2nd colts of these bigger clubs with volunteer scheduling and might even upset the balance of having the better 3rds sides out there beating a clubs league side.

C4 is only where the 2 team competition starts due to the number of clubs with 2 teams. If 10 drop out it'll be C3, if 10 more are added it'll be C5. Why shouldn't the D1 teams be able to be promoted like everyone else?

The problem with the current D1 grade is that the teams that try to get a 4th's up and running go into D1 and get absolutely belted by those same bigger clubs. Recent history shows that clubs have had a 4th's for one year and then gone back to only 3'rds in the E grades the following year. That means that as a competition we're not growing the game.

I fail to see the problem with a 3rd's side beating a league side, it happens in the E grades regularly. Last year in E1, CBC's 5th's won the flag beating Coolbellup and East Freo's league sides on the way through.In E2 Forrestfield's league side won the flag, but did lose a game to Coolbinia's 3rd's during the season.

A new C5 Grade seems like a plan to me - should there be sufficient nominations.

I'm not keen on the idea of moving D1 grade teams into it.

Even in E Grade, smaller Clubs competing against larger A and B grade Clubs Thirds teams is a big ask. Not sure of the answer to that one. I note that some of the lower graded Clubs (Piara, Coolbinia and Gosnells as examples) that have Thirds teams really struggle at E2 and E1 Grades.

A great idea which must include the D Grade Teams. The D Grade is a broken division which has two classes - the big A Grade club vs the rest who get smashed every week. This is an opportunity to provide better equalisation and give all teams in all grades the chance of promotion or relegation to better reflect where that team is at. Yes the first year might not be perfect as the new structure establishes, however it will be provide better long term prospect for the entire comp.

Yes D 1 is an absolute shambles. The same 3/4 teams make the finals every year in both league and reserves and the same teams finish on the bottom leading to a vast number of clubs dropping out of the grade and word is another 3/4 clubs are considering dropping their D1 teams as it is pointless for them to cost continue in the grade as they will just get smashed again this year. In most other senior grades if you finish top in a grade you and the grand finalists go up and the bottom 2 go down . Not in D1 you have to face the same clubs who have been smashing you year in year out.

Whats the harm in giving it a trial for a season.
There were 9 of these clubs with a colts side last year that could maybe play at home with they're league or 3rd/4ths.
Promotion/relegation should apply as A3rd/4ths won't be romping it in as proved in the past.
Still room for new teams if needed.

D 1 has to go go as it is a joke of a competition . The same teams finish on top and the same teams finish on the bottom. Uni have won the League for the last 3 years in a row and Mt Lawley have finished last for the las 3 years in a row so there is no equalisation going on which is the hallmark of amateur football. I played D 1 reserves last year in one of the bottom teams and no one in my team wants to play that grade again as we have finished in the bottom 2 for the last 4 years in a row and most players don't want to front up again to get smashed by the same 3/4 teams as we always have. It shows in the number of clubs dropping out of the league. 3 years ago there was 16 teams across D1 and D2 and last year there was only 11 and I here at least 2/3 clubs are not nominating for the grade again. It needs to be rejuvenated and having C 4 combine with D1 will help appeal to some clubs who are thinking of dropping out.
