I walk along a dog free beach three or four times a week and the number of times people have dogs down there is amazing, it seems to me that some people with dogs think the rules don't apply to them or their animals,

how many times have you gone to a park and seen some retard arrive & just set their dog free as soon as they arrive?
Local councils just will not enforce law toughly enough - there are more breeds that need to be banned entirely due to savage behaviour besides Pit Bulls
