Which should have already happened. Do the re-label then move the top 2 from last year up to C4 and the bottom 2 from C4 last year down to C5. The by-laws allow for this explicitly.

B2.1.10 At his absolute discretion, the General Manager shall determine the grades, the season commencement date and season fixtures for each competition, including the number of teams per grade, and team relegation and promotion.
