MO: the best way to fix the Subi problem as I said, above, is to ban them from recruitting at all.

Given that your lot have already been found to be in breach of the cap and fined in 2011, I would have thought it'd be the last thing you'd want.

if every club is investigated as thoroughly as Swans were then i would have no issue, i would be happy for a WAFC employee to spend 3-4 months at Swans if he started at Subi first.
only people with something to hide would be worried about it..

AR - to ban Subi from recruiting would be an admission from the WAFC that they are not operating within the current rules and Subi would be within their rules to appeal such a decision as they have not been provided with any evidence from the WAFC that they are doing anything wrong.

I agree with both of your points. I would welcome a full and thorough investigation of Subi's finances to shut down speculation once and for all or alternatively find they have been up to no good and penalised accordingly.

I also agree that you couldn't ban them completely from recruiting as it would throw up all sorts of legal issues around procedural fairness and the restraint of trade for players wanting to sign with Subi in the future given they're semi-professional.

Pac-man obviously doesn't care that Subiaco's dominance is helping to destroy the WAFL competition.

MO I agree with that, you would have to couch it in terms of 'equalisation' which no serious person could question, maybe extend the ban to grand finalists. Make it a trial for two years. In all of those circumstances, Subi would be hard pressed to oppose it.

At the same time, they should introduce measures to help the clubs closer to the bottom of the ladder

I would give them a favourable salary cap and extra points
first-choice of players chopped from other clubs.

I am not the brightest spark in the street but i can think of a a few ways to beat the cap when the reporting is on a weekly basis and can be reviewed also weekly and the reported.

It similar to folk reporting income to the ATO or C'link and companies to ASIC on their requirements.

It ain't hard.

The fix is that if you are a registered player you must submit your tax return to the WAFC each year or at least the tax assessment . The clubs must also do same for all coaches and employees and the cap covers what is a reasonable cost for the non playing functions, managers etc.

I am pretty sure the AFL has imposed a coaching football department cap why not the WAFL so that players are not paid twice, they are either a coach who occasionally plays (reserves) or a player.

Grump what we need is a system where the manipulation of the points is difficult to manipulate.

The current method of determining the points cap is clearly being manipulated. The salary cap can be very easily circumvented without much imagination. Employment of a player or a partner at a club sponsor's company would be outside the salary cap. Employ them as a barman would again be outside the salary cap.

Where Subi investigated a few years ago.White good packages, hire cars, fuel cards, coles+woolies vouchers, rent packages, interest free business loans. All outside players payments+salary cap.But found to be legitimate by WAFC.Thoes incentives are paid by a company that employs the players.
