I haven't stopped laughing since seeing this in the article,

Can someone show me the ""extensive"" consultations that supposedly happened?
How long a time frame were these extensive "consultations" I wonder?
I'm on the understanding the 7 Wafl clubs only wrote one submission each.
I would be happy to be proven wrong though.
