AR he is my $100,000 advice: go back to the rules where a player is NOT ALLOWED TO BE TACKLED WITHOUT the ball; when a play WITH the BALL is tackled they either have to get rid of the ball by hand or foot and if he doesn't then it is a free kick to the player making the tackle. The only exception is if the ball is held to the player then it is throw up.

In a ruck contest as soon as one ruckman grabs the opposition ruckman in the ruck contest he gives away a free kick.

Finally when there is a pack of three or four players, blow the whistle and throw the ball up.
